Lebanon, Israel agree shortlist of countries that could send troops to verify Hezbollah disarmament

(AFP/Filephoto) Lebanon and Israel have agreed a shortlist of countries that could send troops to verify the disarmament of Hezbollah under a US-brokered agreement, a Lebanese official said yesterday, with the United States due to pick countries from the list.The official declined to identify any of the countries on the shortlist or say how many there were. Another Lebanese official and two foreign diplomats have previously told Reuters that Israel and the United States had vetoed France.The list was produced during meetings between Lebanon and Israel at the US embassy in Rome this week, the latest round of talks on how to implement a June 26 deal that links Israel’s progressive withdrawal of troops from Lebanon to the disarmament of Hezbollah, which would be “verified” by a third party.Hezbollah is not a party to the agreement and has refused to give up its arsenal.”We have reached a short list of countries. We decided which parties were impossible for each and set the potential actors,” the Lebanese official said. “The Americans will now decide, and could pick more than one country.”There was no immediate response from Israel’s foreign ministry to Reuters questions on the shortlist. When asked about the shortlist, a State Department spokesperson said the talks were “productive on the technical and expert levels” but did not provide further details.The United States has been trying to broker an end to fighting between Israel and the Iran-backed Lebanese armed group Hezbollah, which has raged since March in parallel with the wider US-Israeli war against Iran.Two days after the US and Israel attacked Iran on February 28, Hezbollah fired at Israel in solidarity with Tehran. Israeli forces responded with aerial bombardments and a ground assault, seizing a strip of land extending about 10km (6 miles) deep into southern Lebanon. More than a million Lebanese civilians were forced to flee their homes.The Lebanese official said Beirut had rejected an earlier proposal for private security companies to play the role of third-party verifier of Hezbollah’s disarmament.”All of the actors proposed are countries. We still need to discuss exactly how this would work, how many forces would be deployed and how they would work with the Lebanese army,” the official said.A framework for the presence of foreign troops in Lebanon would also need to be agreed, possibly by housing them under a UN peacekeeping force in Lebanon, UNIFIL, whose mandate is due to expire at the end of this year.The Lebanese official said that would require a new UN Security Council resolution, which the U.S. and Israel were now willing to consider in what he called a breakthrough. Other possibilities include housing the troops under a separate UN agency or through a memorandum of understanding with Lebanon.The talks did not, however, produce an agreement on the next area from which Israeli troops would withdraw so that Lebanese troops could take control. Beirut had proposed Bint Jbeil and Khiam, two large towns that have been hit hard by air strikes and where Israeli troops have razed entire neighbourhoods.The next round of talks is set for early September, the official said.  Source link

Private school seats under MoEHE initiative rise 47% to 13,627

Some 13,627 seats are now available in private schools and kindergartens across Qatar under the Ministry of Education and Higher Education MoEHE)’s Social Responsibility Project. The number has increased from 9,257 seats previously, representing a 47% rise following the inclusion of additional private schools and kindergartens in the initiative.The project offers a mix of fully funded tuition, reduced-fee places, education voucher-supported seats, and dedicated placements for students with disabilities, enabling more eligible families to access quality private education. Meanwhile, the MoEHE’s Private Education Affairs Sector continues to roll out a broad range of initiatives to improve the quality, accessibility and governance of Qatar’s rapidly expanding private education sector.Officials said that efforts are underway to further expand the Social Responsibility Project by encouraging more private schools and early childhood education providers to participate, allowing more students to benefit in future academic years. The Department of Private Schools and Kindergartens also reported several achievements during the 2025-26 academic year, including the release of the second edition of the Student Admission and Registration Guidelines, which provides clearer enrolment procedures and promotes greater consistency across private educational institutions. The MoEHE also enhanced its digital services by upgrading electronic platforms and the compulsory education enrolment system, improvements aimed at streamlining administrative procedures, increasing transparency and making services more efficient and accessible for parents and guardians.As part of efforts to strengthen cultural and linguistic identity, the ministry organised the conference “Arabic Language in Private Schools and Kindergartens: Challenges and Opportunities”, bringing together educators, academics and language specialists to discuss the current state of Arabic language instruction in private schools. Participants explored innovative teaching methods, curriculum development and the growing role of artificial intelligence in language education, with discussions focusing on improving Arabic language learning outcomes while reinforcing students’ national identity. The MoEHE also continued implementing its “My Values Shape My Identity” initiative to cultivate ethical values and strengthen students’ sense of national belonging.Other programmes included the “Hand in Hand” forum, the “After Me” awareness campaign, and a series of student guidance and well-being initiatives, conducted in partnership with national institutions, to promote positive behaviour, support mental health, and foster safe and inclusive school environments.In recognition of academic excellence, the ministry organised the third edition of the “Proud of You” programme to honour students who achieved outstanding results in regional and international competitions. The Department of Educational Services and Training Centres also opened applications for the second cohort of the Qatari Trainers Localisation Initiative, following the successful completion of its inaugural phase.The first cohort attracted 322 applicants, including Qatari nationals and children of Qatari women.After eligibility screening, 253 Qatari trainers and 15 children of Qatari women met the programme’s requirements. Interviews for the second cohort are scheduled to begin this month .In addition, the ministry launched the second edition of the Professional and Ethical Charter for nurseries, kindergartens and private schools.The updated charter establishes a comprehensive national framework that promotes professionalism, integrity, quality, and innovation across the private education sector.It also defines the rights, responsibilities and ethical obligations of school owners, administrators, teachers, students, parents and school councils, while introducing new provisions on digital conduct and reinforcing inclusive education practices for persons with disabilities.
