The Institute for Advanced Study in the Global South at Northwestern University in Qatar (#IAS_NUQ) has introduced ‘TransAsian digitalities’ as a new framework for examining digital life beyond Western-centric epistemic genealogies. From interAsian to transAsian digitalities, a special issue of First Monday, co-edited by #IAS_NUQ director, Clovis Bérgere and NU-Q dean and CEO, Marwan M Kraidy, reconceptualises Asia as a dynamic, interconnected formation defined by relationships, continuities, divergences, and differences rather than fixed geographic boundaries. Founded in 1996, First Monday is one of the earliest openly accessible, peer-reviewed journals dedicated to Internet research. This special issue is the culmination of the two-year InterAsian Digitalities initiative at #IAS_NUQ, a sub-project launched in spring 2023 of the Institute’s core research theme, Southern Digitalities. It was developed through workshops, panels, and conferences in Australia, Lebanon, New Zealand, Qatar, and the United States, alongside the Arab Council for the Social Sciences’ InterAsia Partnership.“We are shifting to TransAsian digitalities because we believe the prefix trans-, which reflects forces operating across and within different nation-states, socio-cultural spheres, and domains of political and economic activity, rather than simply between them, as inter- suggests, better reflects the interdisciplinarity and transnationalism inherent in our approach, and better captures the excellent contributions in this special issue,” noted Kraidy, and Bergère, in the co-authored introduction. The special issue brings together five research papers and a reflection essay authored by #IAS_NUQ fellows, affiliates, and international scholars, illustrating how perspectives grounded in Asia and the Global South are reshaping the study of the digital. Together, these works move beyond the critique of Western-centric epistemologies to propose new ways of understanding digital life that arise from the region’s own histories, networks, and intellectual traditions. SUSPECT: Federica Mogherini The EU’s former foreign policy chief Federica Mogherini was taken into custody yesterday as police staged raids probing suspected fraud over contracts to train future European diplomats.Mogherini, who was high representative for foreign affairs from 2014 to 2019, now leads the College of Europe graduate school whose premises were searched along with the offices of the EEAS diplomatic service. The 52-year-old Italian was arrested in Brussels along with the training school’s deputy head, and Stefano Sannino, a senior EU official who was EEAS secretary general from 2021 to 2024, according to a source close to the matter. They can be held in custody for up to 48 hours, before a potential appearance before a magistrate. The European Public Prosecutor’s Office (EPPO) said searches were staged at the College of Europe, in the Belgian city of Bruges, and at the Brussels premises of the European External Action Service — the EU’s diplomatic wing.”Three suspects” were detained as “part of a probe into suspected fraud related to EU-funded training for junior diplomats”, said an EPPO statement. The contract involved was worth some €650,000 ($750,000), according to a European source.Carried out by Belgian federal police at the EPPO’s request, the searches also targeted the houses of suspects, prosecutors said.At issue, according to the EPPO, is a nine-month training programme for junior diplomats across EU states, known as the European Union Diplomatic Academy. The programme was awarded by the EEAS to the College of Europe in Belgium in the period 2021-2022, and the probe focuses on whether the tender process was skewed to favour the school.Mogherini has headed the College of Europe since 2020, and in 2022 also took the helm of the EU Diplomatic Academy.”There are strong suspicions that… confidential information related to the ongoing procurement was shared with one of the candidates participating in the tender,” said the EPPO statement. The College of Europe confirmed searches had been conducted at its Bruges campus and vowed to “fully cooperate with the authorities in the interest of transparency and respect for the investigative process.””The College remains committed to the highest standards of integrity, fairness, and compliance — both in academic and administrative matters,” it added in a statement. The European Commission likewise confirmed the raids at the EEAS buildings.”This is part of the ongoing investigation of the activities that took place before in the previous mandate,” said a commission spokesperson Anitta Hipper. The current EU High Representative for Foreign Affairs Kaja Kallas, took over the post a year ago from Mogherini’s successor, Josep Borrell. As the EU’s top diplomat, Mogherini notably helped steer sensitive negotiations over Iran’s nuclear programme. The EPPO said it had requested and obtained the lifting of immunity for several suspects prior to the searches. If confirmed, the allegations “could constitute procurement fraud, corruption, conflict of interest and violation of professional secrecy”, the prosecutor’s office said.”The investigation is ongoing to clarify the facts and assess whether any criminal offences have occurred,” it added. The EPPO is the independent public prosecution office of the EU, responsible for investigating crimes against the bloc’s financial interests. The probe is also supported by the European Anti-Fraud Office (OLAF), to which the accusations were first reported. Rubio (center L), flanked by Witkoff and Kushner, speaks during a meeting with Ukrainian officials headed by Umerov (center R) in Hallandale Beach, Florida Sunday A meeting between US and Ukrainian officials in Florida Sunday was “very productive,” US Secretary of State Marco Rubio said, adding that work still remains towards ending Russia’s war in Ukraine.”There are a lot of moving parts, and obviously there’s another party involved here that will have to be a part of the equation, and that will continue later this week, when Mr. Witkoff travels to Moscow, although we’ve also been in touch in varying degrees with the Russian side, but we have a pretty good understanding of their views as well,” Rubio told reporters.Rubio Sunday hosted high stakes talks with a Ukrainian delegation on Washington’s plan to end Russia’s war with its neighbour — discussions a source close to Kyiv’s team characterized as “not easy.”The talks in Florida come as Kyiv faces mounting military and political pressure, along with the fallout from a corruption scandal. They could set the stage for next week’s visit to Moscow by President Donald Trump’s envoy Steve Witkoff, who is expected to discuss Ukraine diplomacy.”This is not just about peace deals. It’s about creating a pathway forward that leaves Ukraine sovereign, independent and prosperous,” Rubio said at the start of the negotiations.Witkoff and Trump’s son-in-law Jared Kushner were also attending the meeting in Hallandale Beach, north of Miami.Ukraine’s security council secretary Rustem Umerov led Kyiv’s delegation, which also included Andrii Hnatov, the chief of staff of Ukraine’s armed forces, and presidential adviser Oleksandr Bevz.”We are discussing about the future of Ukraine, about the security of Ukraine, about no repetition of aggression of Ukraine, about prosperity of Ukraine, about how to rebuild Ukraine,” Umerov said as the talks kicked off.A source close to the Kyiv delegation, however, cautioned that “the process is not easy because the search for formulations and solutions continues.” The exchanges had nevertheless been “constructive,” the source said. The US talks come amid turbulence for Ukrainian President Volodymyr Zelensky and his government. A blockbuster corruption probe forced him to sack his chief of staff and top negotiator, Andriy Yermak, on Friday.Washington has put forward a plan to end the nearly four-year conflict and is seeking to finalize it with Moscow and Kyiv’s approval. An initial 28-point proposal — drafted without input from Ukraine’s European allies — would have seen Kyiv withdraw from its eastern Donetsk region and the United States de facto recognize the Donetsk, Crimea and Lugansk regions as Russian. The United States pared back the original draft following criticism from Kyiv and Europe, but the current contents remain unclear. …
