* Palestinian girl Hind Rajab died after pleading to medics for help for hours* 2024 incident was one of the most high-profile of the Gaza war Israel’s military acknowledged on Wednesday that its troops had opened ​fire on a car carrying 5-year-old Palestinian ‌girl Hind Rajab and her family members in Gaza in 2024 and said it ‌had opened a criminal investigation, ⁠though rights groups say ‌such probes rarely lead to convictions.Hind Rajab’s killing ‌was one of the most high-profile incidents involving civilian deaths during Israel’s military assault in Gaza, launched following the ⁠2023 Hamas-led attacks on southern Israel.She died after being pinned down in a car for hours, begging Palestinian medics by mobile phone to send help, while her aunt, uncle and three cousins already lay dead. An ambulance was dispatched, but soon after it arrived at the scene the dispatchers lost contact with both the girl and the responders. Twelve days later, the bodies of the girl, her relatives and two ambulance workers were recovered from the area. The military previously denied its troops had been in the area ​near where she was killed. On Wednesday, it said that following a months-long probe by an internal fact-finding mechanism, it found that troops opened fire at her vehicle as it was approaching them. It said a shell was later fired at ‌a Palestine Red Crescent ambulance that had ⁠been dispatched to save ​her.  * International Stabilization Force was part of U.S.-sponsored Gaza peace deal * Funds would be first significant tranche for the operation * Gaza peace plan has largely stalled amid Hamas, Israel resistance President Donald Trump’s administration has told Congress it is sending more than $206 million for a proposed Gaza peacekeeping force, ‌the first significant funding for the stalled U.S. plan to rebuild the devastated enclave. In two July 30-dated ​notifications seen by Reuters, the State Department ‌informed Congress it will provide $200 million for the International Stabilization Force’s (ISF) equipment, infrastructure, vehicles and operational costs. ‌An additional $6 million would repurpose ⁠U.S. armored vehicles to ‌support the force. The notifications, which were addressed to key appropriations ‌and foreign affairs committees in Congress, have not been previously reported. The funding is the first concrete U.S. spending on ⁠the peacekeeping force and signals the administration’s determination to press ahead with Trump’s Gaza roadmap even as both Israel and Hamas have balked at conditions needed to advance the plan. “The ISF will lead security operations, support comprehensive demilitarization, and enable the safe delivery of humanitarian aid and reconstruction material to Gaza,” one of the notifications said, while noting the final composition of the force was still being negotiated. The administration has not said how much money will ultimately be needed to fund the force. Trump set up a Board of Peace to oversee his ambitious plan to end ​Israel’s war in Gaza and rebuild the shattered territory. His plan envisioned that the peacekeeping force would deploy to Gaza to secure areas after Israeli forces withdraw and would train new Palestinian police forces and support aid deliveries. Much of Gaza remains in ruins ‌from two years of war triggered by the ⁠Hamas-led attacks on Israel ​on October 7, 2023. But since the announcement of an agreement in late July, the effort has ​stalled, with both Israel and Hamas refusing to fulfill conditions that would allow the deal to move ahead. Trump’s envoy and son-in-law Jared Kushner held meetings with Hamas officials on Sunday and Israeli leaders on Monday in Jerusalem but left without a breakthrough, with both sides standing firm on key demands. An official from the Board of Peace described the last two weeks as a period of “significant advances” and said the board had sought additional funding pledges as a result. The official, who was granted anonymity to speak freely with media, said the funding was needed for the construction of a base for forces inside Gaza among other reconstruction projects. Member countries had initially pledged $17 billion for reconstruction efforts inside Gaza but Reuters reported in April that only a fraction of the funds ‌had been received. The Board of Peace has ‌not made public the amount that it ⁠has received so far.The State Department did not immediately provide comment for this story. Qatar’s digital and instant payment ecosystem recorded robust expansion in July 2026, driven by a sharp rise in both transaction value and volume across key processing platforms.Data released by the Qatar Central Bank (QCB) showed that total payment system transactions jumped 40% year-on-year (y-o-y) to reach QR106.81bn in July 2026, up from QR76.05bn during the same period in 2025. Total transaction volume grew by 23% to hit 72.487mn transactions, up from 58.970mn recorded a year earlier.Transfer payment systems accounted for 78.9% of total transaction value in July 2026, with cards payment systems securing the remaining 21.1%. By volume, cards payments represented 87.5% of all transactions, while transfer systems accounted for 12.5%.  The QCB’s instant payment network, Fawran, posted an identical 108% growth in both value and volume. Transaction value reached QR6.80bn, up from QR3.27bn in July 2025, while total volume rose to 3.88m transactions from 1.89mn in July 2025. Total registered accounts under the Fawran system stood at 3.91mn.Similarly, the Qatar Mobile Payment (QMP) platform experienced significant growth, with registered wallets reaching 1.474mn. Total transaction volume surged 183% to 907.452mn from 320.09mn in July 2025, while transaction value expanded 67% to reach QR461.664m in July 2026.Bank account transfers processed through the Tahweel system expanded by 63% in total value to hit QR77.05bn from QR47.25bn in July 2025. Transaction volume via Tahweel grew 170% y-o-y, reaching 4.23mn from 1.56mn in July 2025.Card payment statistics showed overall transaction value hitting QR22.49bn across 63.45mn transactions. Point-of-sale (POS) volume reached 46.46mn transactions, online e-commerce transactions recorded 11.81mn, and ATM usage stood at 5.17mn transactions.While total card transaction volume grew 15% to hit 63.45mn transactions, total card payment value contracted 11% to QR22.49bn in July 2026. ATM transaction value dropped from QR12.66bn in July 2025 to QR10.02bn in July 2026 across 5.17mn cash withdrawals, while e-commerce payments stood at QR4.21bn in July 2026 over 11.81mn online transactions. Point-of-sale transactions generated QR8.262bn last month across 46.461mn transactions.  Source link
